City Manager's Office

Garland is chartered as a Home Rule City and operates under the Council-Manager form of government. The City Council appoints a professional Manager to administer City operations and to serve as the Chief Executive Officer of the City, while the Council is responsible for City legislation and policy-making. In general, the job of the City Manager is to see that all laws and ordinances and all policy directives of the City Council are carried out.

Responsibilities

The Manager is responsible for the appointment of all City employees. The Manager makes budget and other recommendations to the City Council and advises the Council of the City’s current conditions and future needs.

CITY MANAGER Judson Rex

The Garland City Council has named Judson Rex to serve as City Manager on Jan. Assistant City Manager Judson Rex17, 2023.

Judson joined Team Garland in 2021 as the Assistant City Manager for Planning and Economic Development.

Prior to joining Garland, Judson served as City Manager of Denison, Texas, and Town Manager of Strasburg, Virginia. Judson holds a bachelor’s degree in Planning and Resource Management from Brigham Young University and a master’s degree in City and Regional Planning from The Ohio State University. Judson and his wife, Jennifer, have three daughters, Lauren, Chloe and Olivia, and have resided in Garland since 2021.
